La ciudadanía incompleta. : Derechos económicos y sociales en la periferia urbana de Brasil
In Latin America, the process of democratic consolidation occurs in complex ways by the stage of inequality found in such societies. Many times, the State does not effectively fulfill its role in the way to guarantee the basic rights. This situation generates an incomplete citizenship condition. From this perspective, the Brazilian urban peripheries are considered environments citizenship deficit per se, especially the suburbs of large cities. So, this analysis investigates the situation of enjoyment of economic and social rights in urban peripheries of large Brazilian cities in the early twenty-first century. To analyze this situation is proposed the creation of an index, the IDES - Index of the Enjoyment of Economic and Social Rights. Also, it is the subject of this study the observation of changes in the scenario of enjoyment of economic and social rights between 2000 and 2010 in the urban peripheries. For make this analysis were developed three case studies in the suburbs of the cities of Salvador and Recife. The research was conducted by observing the performance of the three key stakeholders, the society, the State and the market. Thus, from the tri-sector partnership model, this study proposes a new variation of action of these actors favoring increased enjoyment of economic and social rights in urban neighborhoods: the community tri-sector partnership.
