This research focuses on the analysis of the management of bilingual programs in primary education schools of Castile and Leon.
The autonomous community of Castile and Leon started the promotion of bilingual programs in 2006. Between that time and the start of our research, 350 private, as well as public schools, adopted this educational model. The elevated number of schools involved in such a short period of time as well as the promotion of bilingual education by the education administration, triggered our interest in analyzing how these programs were managed.
Our main objective has been to evaluate the impact of the bilingual programs on the organization and management of schools. For that purpose, and based on research carried out by numerous authors, we have tried to demarcate the characteristics that determine the design and implementation of bilingual programs that follow CLIL methodology. After establishing the standards of quality we have defined the indicators that should help us in the process of diagnosis and evaluation of the program. We have also tried to determine the aspects that, in the opinion of school administrative teams, are limiting the correct implementation of the programs.
